The client wanted to develop a design and gain planning approval to construct an Energy Park. The proposed Energy Park generated low carbon renewable electricity for the equivalent of c. 140,000 homes. The client sought to develop its park comprising an integrated range of technologies including waste energy recovery, solar panels and battery storage. This Energy Park project was an important part of the solution to meeting London’s waste management and energy generation infrastructure needs.
The Head of Planning & Development at the client asked Pinsent Masons to provide Legal Project Management to manage the entire project team through the Pre—examination and Examination phase of the Development Consent Order (DCO) process.
Each statutory deadline within the Examination phase was managed as a single project to ensure focus and delivery. A project plan was developed, building in any previous lessons from earlier deadlines and shared immediately to commence works. Bespoke workflows were designed and deployed for each project deliverable and included a multiple stage review process. Workshops were facilitated at each deadline cycle to confirm all deliverables across the teams. Throughout the process and hearings, all stakeholder issues and responses were captured and managed.
By providing quality legal project we ensured consistent delivery to plan by our legal team, the client and all external consultant companies (over 5 companies involved). The project successfully finished the Examination phase meeting every deadline.
Hearings were managed successfully and each of the hundreds of deliverables were produced and delivered on time. The project gained planning approval from the Secretary of State.
